Yes, the movies can be played locally, but only through iTunes. And yes, I've updated to the latest firmware version. I'm guessing it has to do with the DRM feature on the files downloaded from iTunes?

You was told the app is not authorized to play this file type (m4v) beacause the iTunes movies was drm-protected. Just like Apple music, the tracks from Apple Music are protected by DRM, if you want to downlaod the tracks, you need to get rid of the DRM.
