Issue has now finally been found, 2.5 months later of not being able to use my R8 unit.
For Windows 10 version 1809 do the following.

In device manager > disk drives > Promise Pegasus SCSI disk device > properties > Policies the 'removal policy should be changed from 'Quick removal' to 'better performance' and the 'write caching' should again be enabled.
"
I wanted to post this here for any Windows users of any of Promise products.
This solution is not 100% good but it will at least make your unit semy usable. I recommend you do NOT update to 1809 as it will brick your Promise Pegasus, it will never recover even if you then plug it into older versions of Windows. I tried down to Windows 7 and it was completely bricked. Only solution to recover was to factory restart it with a Mac OS computer and sell it to a MAC OS user.
I have now sold my units and moved to a different brand due to lack of support.
