E830F controllers won't boot normally

I reinstalled two controllers back into our E830F.

Via serial, it looks like neither one is booting up properly.  From the each of them:

On at least one of the controllers (probably both) before it says '92' is says 'B4', short pause, '99' and then '92'.

...and then they just sit here.  I cannot press enter from the serial app (putty) to get any sort of response on either controller.

About the lights on back of controllers: the expected red for each SFP+ port since no fibre is connected.

When I reseat the controllers, the (health? light with a check) is bright red (which is what I expect upon reseating).  It never turns green and then goes dark.  This takes a few seconds.  This happens on both controllers.

I swapped the controllers with the slot in the classis and nothing changes.

Is there a way to factory reset these controllers?  Previously they were working fine in this chassis.

Any suggestions are appreciated.

Also, I completely powered down the chassis and left power completely removed for about 10-15 minutes.  When I tried again, the controllers behaved the same way.

I have the exact same issue.

It is nice to see that the support that was sold to us is available for the=is equipemnt.

I have been down for the last 3 days without any response from this excelelnt customer service.
